JUST A REMINDER

This message is just a reminder about a couple of things.

On Wednesday 27 January 2010, I attended the mortal farewell ceremony for ALBERT HOUSTON STEGALL at Arlington National Cemetery.

I'm sorry I can't remember the date, but several years ago, the Department of Defense issued an announcement, which was also published by the Department of Veterans Affairs, stating that all military veterans, even when attired in civilian clothing, are now permitted to render a military salute (i.e., the position of "PRESENT, ARMS!").

In other words, you can salute like a soldier, instead of having to place your hand over your heart, like a civilian would.

Military veterans are authorized to wear their military decorations on their civilian clothing.

At formal or patriotic events during daylight hours, such as military funerals, one should wear their full-sized medals properly arranged on the left breast of the suit coat.

and miniature medals for evening wear
Miniature medals should be worn to evening events, and they are properly displayed by wearing them on the left lapel (not the left breast) of the suit coat.

The current practice of wearing miniature medals during daylight hours on the left breast of the Armed Forces Retirement Home blazer is both improper and disrespectful.


During hot weather, when attending Scottish or Celtic festivals, I choose to wear a ribbon rack on the left breast of a short sleeved uniform shirt.

Recently, I purchased a set of miniature ribbons, which when placed on the left lapel of the suit coat, are quite tastefully appropriate for almost any occasion where a business suit and tie are worn, such as attending church services.

When purchasing medals, I recommend getting two sets, one mounted for wear, and the other for a display case mounted on the wall.

30–6. WEAR OF MEDALS ON CIVILIAN CLOTHES

Retired personnel and former members of the Army (as described above) may wear all categories of medals described in this regulation on appropriate civilian clothing.

This includes clothes designed for veteran and patriotic organizations on Veteran’s Day, Memorial Day, and Armed Forces Day, as well as at formal occasions of ceremony and social functions of a military nature.

Personnel may wear either full-size or miniature medals.

Personnel who wear medals on civilian clothes should place the medals on the clothing in approximately the same location and in the same manner as for the Army uniform, so they look similar to medals worn on the Army uniform.

MAN WITH PIPE BOMB RELEASED

SALT LAKE CITY, UTAH —

In August, Brandon Easter of Farmington was indicted on charges of possession of a pipe bomb that Federal Bureau of Investigation agents found in his home last August.

Last week, Brandon Easter was released for the nearly six months he's served, and sentenced to five months home confinement by United States District Judge Clark Waddoups.

He was also sentenced to a term of thirty-six months probation, during which he will not be able to possess a firearm or have contact with extremist groups.

This is a relatively rare sight of three cranes on a freight train.

The Department of Defense announced today the death of a soldier in the United States Army who was supporting Operation Enduring Freedom.



Specialist Robert Donevski, nineteen years old, of Sun City, Arizona, died Saturday 16 January 2010 in Abad, Afghanistan, of wounds suffered when insurgents attacked his unit using small arms fire.

Specialist Donevski was assigned to the Second Battalion, Twelfth Infantry Regiment, Fourth Brigade Combat Team, Fourth Infantry Division, at Fort Carson, Colorado.

Technical Sergeant Adam K. Ginett, twenty-nine years old, of Knightdale, North Carolina, died Tuesday 19 January 2010 near Kandahar Air Field, Afghanistan, of wounds suffered from an improvised explosive device.

Technical Sergeant Ginett was assigned to the Thirty-First Civil Engineer Squadron, at Aviano Air Force Base, Italy.

INTERNET SCAM ALERT


MYSTERY/SECRET SHOPPER SCHEMES

The INTERNET CRIME COMPLAINT CENTER (i.e., the "IC3") has been alerted to an increase in employment schemes pertaining to mystery/secret shopper positions. Many retail and service corporations hire evaluators to perform secret or random checks on themselves or their competitors, and fraudsters are capitalizing on this employment opportunity.

Victims have reported to the IC3 they were contacted via e-mail and U.S. mail to apply to be a mystery shopper. Applicants are asked to send a resume and are purportedly subject to an extensive background check before being accepted as a mystery shopper. The employees are sent a check with instructions to shop at a specified retailer for a specific length of time and spend a specific amount on merchandise from the store. The employees receive instructions to take note of the store's environment, color, payment procedures, gift items, and shopping/carrier bags and report back to the employer. The second evaluation is the ease and accuracy of wiring money from the retail location. The money to be wired is also included in the check sent to the employee. The remaining balance is the employee's payment for the completion of the assignment. After merchandise is purchased and money is wired, the employees are advised by the bank the check cashed was counterfeit, and they are responsible for the money lost in addition to bank fees incurred.

In other versions of the scheme, applicants are requested to provide bank account information to have money directly deposited into their accounts. The fraudster then has acquired access to these victims' accounts and can withdraw money, which makes the applicant a victim of identity theft.

Once the pop-up appears it cannot be easily closed by clicking "close" or the "X" button. If the user clicks on the pop-up to purchase the software, a form is provided that collects payment information and the user is charged for the bogus product. In some instances, whether the user clicks on the pop-up or not, the scareware can install malicious code onto the computer. By running your computer with an account that has rights to install software, this issue is more likely to occur.

Here are some tips you can use to avoid becoming a victim of employment schemes associated with mystery/secret shopping:

1 - Do not respond to unsolicited (spam) e-mail.

2 - Do not click on links contained within an unsolicited e-mail.

3 - Be cautious of e-mail claiming to contain pictures in attached files, as the files may contain viruses. Only open attachments from known senders. Virus scan all attachments, if possible.

4 - Avoid filling out forms contained in e-mail messages that ask for personal information.

5 - Always compare the link in the e-mail to the link you are actually directed to and determine if they match and will lead you to a legitimate site.

There ARE legitimate mystery/secret shopper programs available. Research the legitimacy on companies hiring mystery shoppers. Legitimate companies will not charge an application fee and will accept applications on-line.

No legitimate mystery/secret shopper program will send payment in advance and ask the employee to send a portion of it back.

FELLOW K9s HELP HONOR HERO POLICE DOG

Almost two hundred police service dogs and their handlers lined up at Hillcrest High School to honor one of their own Saturday.

As the remains of Koda, a Midvale police dog allegedly shot by a man accused of attempted burglary on New Year's Day, were marched down the line, dogs were whimpering and barking as if they might have understood what was going on.

Koda's handler hung the dog's leash on the door of the carrier inside his truck and said a tearful goodbye to his partner for the last time. The dog's ashes will remain with the family he protected and loved, and a Midvale officer will soon be traveling to California to purchase a new pooch with money freed up by selling off seized assets from previous police searches in the area.

Nearly a thousand people attended the afternoon memorial service for the three and a half year old Belgian Malinois that had been in service with Midvale for the past year and a half.

Midvale police officer Gerry Wayne, who helped train Koda, read from a letter he wrote to help him with the grieving process, and said that although Koda tried his patience at times, the dog helped him feel confident as a K9 officer. Wayne's first dog had bitten him twice, making for an inopportune experience handling police dogs.

"You were always spinning in circles when you wanted something," he said. "I always thought you had a goal to be a NASCAR dog, the problem is you spun the wrong way."

Koda was assigned to a new handler in the summer of last year, but Wayne said Koda died doing what made him happy, and in turn, "it made me proud."

Koda's handler was less than one hundred feet away when he heard the gunshots allegedly fired by Tevita Talanoa Fisiitalia, who died later that night from a gunshot wound suffered after Koda was shot.

"Officers were in jeopardy from the moment they arrived that night", Midvale Captain Steve Shreeve said during the service for Koda. "He gave his life so others would not have to. He did what he was trained to do."

Shreeve said the service was meant to honor all officers, including K9s, who put their lives on the line every day they serve.

"A primary reason for having dogs is that an officer can go home at night after an experience with a deadly force encounter," said Wendell Nope, an instructor with the Utah Police Academy. He said K9 units know they are more likely to encounter potentially deadly situations because they are used to investigate tough crimes involving drugs, explosives and also to pursue fleeing criminals.

"That's what they do," he said. "They are trained to do what Koda did."

Nope said he believes Koda and his handler will meet again. And when they do, he said the dog, "if he could talk, would say: 'I did good, didn't I, Daddy?' "

No one can describe the bond between a police dog and its handler, said another Midvale K9 officer, Kresdon Bennett. "I'm your right arm, the sword at your side …," Bennett read from a statement describing what it feels like to be "guardians of the night" together.

Next to where Koda would be eagerly awaiting his next duty, sat a water cooler. Soon, his cage will be filled with a new member of the Midvale force, but until then, his leash will hang there, reminding the patrol of the friend and protector Koda was to them.

The Nimitz-class United States Navy aircraft carrier, "USS CARL VINSON" (CVN 70), arrived off the coast of Port-Au-Prince, Haiti, today to begin humanitarian assistance and disaster relief operations.

"Our initial focus is to concentrate on saving lives while providing first-responder support to the people of Haiti", said Rear Admiral Ted N. Branch, commander of the Carl Vinson Carrier Strike Group and of the sea based portion of the United States Navy humanitarian support mission in the earthquake stricken nation.

"Our assistance here reflects our nation’s compassion and commitment to those impacted by this tragedy."

The aircraft carrier arrived with a robust airlift capability, picking up extra helicopters while in transit that will prove essential during the mission.

"When tasked to support humanitarian assistance and disaster relief operations in Haiti, we immediately headed to Mayport, Florida, at more than thirty knots and loaded nineteen helicopters, personnel, and support equipment from five different East Coast Navy squadrons in less than eight hours", said commanding officer, Captain Bruce H. Lindsey.

"There is no other platform that can do all of that so quickly."
